A possible scenario is this:
Product A has a Bill of Materials with products X and Y.
Product A is produced as part of a Production Order with at least 1 item received and then the Production Order is closed.
The Bill of Materials of product A is changed to include product A in it (and probably other products e.g. new products X and Y).
A new Production Order can be issued now, using the new Bill of Materials. The new Production Order will have adequate quantity to be completed from the earlier Production Order.
